先擬定，如何收集之料，怎樣的資料值得收藏，再由許多有名大學團隊研究許多方法與流程進行典藏主要考慮要素如下:

b. 收尋與檢索系統
c. 使用者介面設計
d. 如何保存
Digital Library Initiative (DL2) 1999-2004 (Fund / 44 million)
在資金方面，較第一期多了許多，同時在第一期出現的圖書館也開始加入這項計畫，希望能找到更好的保存技術與值得保值資料。
